Movement of ships up and down the river was slowed down when 200 licensed tugmen employed by the Great Lakes Towing Co., stuck, halting 45 tugs of the company. A company spokesman said that ships would be able to maneuver the crooked Cuyahoga, but it would take more than double the time.</p>
